Guy Selling Grandma’s Brass antique American Eagle Emblem hook hooks old small

I am a guy selling his grandmothers items . this was found in her estate.
I have no idea why these hooks are so small and would be mounted near a wall. I thought maybe a pocket watch or something like that maybe it has to do with drinking tea… But I have no idea why they are small hooks.
I am listing another set with a different genre . Please take a look. My grandmother collected this type of hook so I separated the genres.
Please look at all of the photographs. Like I said I am not an expert in this type of item but from what I see is very decent quality. If you know what these hooks are used for… I sure would like to know. My guess would be for teabags or tea strainers… I could be wrong… I probably am.
